Officer Norihisa Ninomiya (Tsurutaro Kataoka), who hates lies, is a bundle of righteousness and is admired by his colleagues. Lately a "hammer robber" has been active in the area. One day Ninomiya spots a man climbing a utility pole with a hammer. In truth the man was only trying to fix a roof, but Ninomiya mistakes him for the hammer robber. As he tries to drag the man down, the man slips and falls to his death.
